Innocent Victims Must Remain Central as Swann Rejects Troubles Bill

As the UK Government’s Northern Ireland Troubles Bill reaches its Second Reading today, Ulster Unionist MP Robin Swann has made clear that he will oppose the legislation at this stage and seek substantial amendments should it proceed further.


Robin Swann MP said:

“At the conclusion of today’s vote on the Second Reading of the Bill, I will be submitting nine initial amendments to the legislation. These amendments are designed to strengthen the Bill in areas where it currently falls short and to safeguard the rights of innocent victims.


“I have grave concerns that the Irish Government has yet to bring forward any legislation to address its responsibilities under the joint framework. Progress on legacy must be concurrent in both Dublin and London if it is to command the confidence of victims and survivors.


“I will continue working with MPs across the House and Ulster Unionist Peers will be doing the same in the Lords. We will seek to introduce and support further amendments to ensure this Bill is properly scrutinised and improved.


“Innocent victims must remain at the centre of any legacy legislation - its purpose must be to serve and protect those innocent victims.


“Regrettably, this Bill will not receive the usual level of parliamentary scrutiny. Instead of going to a Public Bill Committee, it will be considered by a Committee of the Whole House. This means MPs will not have the time or structure required to examine the Bill with the depth and detail it deserves. For this reason, I will be voting against the Bill today at its Second Reading.”
